STATEMENT BY THE DELEGATION OF CUBA, AT THE INTERACTIVE DIALOGUE WITH THE INDEPENDENT EXPERT ON HUMAN RIGHTS AND INTERNATIONAL SOLIDARITY. 59TH SESSION OF THE HUMAN RIGHTS COUNCIL. GENEVA, JUNE 23, 2025.

Mr. President:

The prevailing politicization, selectivity, limited cooperation and lack of trust in the Human Rights Council are the result of years of confrontation, attacks and hostility against certain countries, which are always from the South.

If the credibility and effectiveness of the Council are to be saved, the imposed punitive mechanisms must be banished and international solidarity, respectful dialogue and cooperation must be favored. These are the only effective and lasting tools to address human rights challenges in all States, without discrimination.

The realization of international solidarity means sharing values, creating synergies, generating empathy, promoting good faith and complementarity, refraining from selfish and interfering behavior, as well as building capacities, transferring technologies, providing predictable funding on preferential terms and implementing technical assistance actions.

Twenty years after the adoption of this mandate, we are pleased with the work carried out to promote the contribution and challenges faced by international solidarity in the full and effective realization of all human rights, including the right to development.

As a sign of its commitment to this issue, Cuba will present, at this session, the draft resolution on human rights and international solidarity.

The text will propose concrete actions to advance the recognition of the right to international solidarity in international law, which will have a positive impact on the lives of millions of people.

We urge all delegations, civil society organizations and other interested parties to participate actively and constructively in the consultations and to co-sponsor this resolution.
