Mr. President,

Mankind is facing a complex scenario and colossal challenges. International peace and security are threatened by the increase in conflicts and unconventional warfare, while the COVID-19 pandemic has triggered a crisis with manifold and devastating effects that transcend the area of health and affect economy, trade and our societies in general.

Co-Chairs,

First of all, we would like to extend our congratulations to the distinguished Ambassadors of Poland and the United Arab Emirates on their appointment as co-chairs of the intergovernmental negotiation process for the reform of the Security Council at the 74th session. The delegation of Cuba wishes them every success in their work, for which they count on our support.

Madam President:

On behalf of the delegation of Cuba, we welcome His Excellency Mr. Jorge Faurie, Minister of Foreign Affairs and Worship of the Argentine Republic, as well as the delegation of the Argentine Congress accompanying him on this occasion, to the Committee on Decolonization.

Madam President:

Our delegation has the honor to submit to the Special Committee on Decolonization, on behalf of Cuba, Antigua and Barbuda, the Plurinational State of Bolivia, the Republic of Nicaragua, the Bolivarian Republic of Venezuela, the Syrian Arab Republic and the Russian Federation, the draft resolution on the Question of Puerto Rico, included in document A/AC.109/2019/L.9

We appreciate the large presence of Puerto Rican petitioners today, whose contributions are significant to the work of this Committee.

Madam President,

It has been 56 years since the United Nations Special Committee on Decolonization declared Western Sahara as a Non-Self-Governing Territory. In the last 23 years numerous resolutions of the General Assembly, the Security Council and the African Union have ratified the right to self-determination of the Saharawi people in line with United Nations resolution 1514 (XV) on the granting of Independence to colonial countries and peoples.

The Cuban delegation takes this opportunity to recognize the work done by the ambassadors of the United Arab Emirates and Luxembourg as co-chairs of the intergovernmental negotiations on Security Council reform during the 73rd session.

We appreciate the update of the document on elements of communality and issues for further consideration presented by the co-facilitators.

Mr. Chairman,

Allow me in the first place to extend our appreciation to the Ambassador of the Kingdom of Morocco, for his election as Chairman of the Committee. Our delegation wishes him and the rest of the distinguished elected members of the Bureau success in performing their responsibilities, and we offer them our full support. We also thank the Austrian Ambassador Jan Kickert, and his team for their fruitful work at the head of the Committee on Information last year.

Cuba endorses the statement by the delegation of Algeria on behalf of the Non-Aligned Movement.

We have noted the efforts of some Main Committee Bureaus, to share among them useful experiences for their working methods.

Although we consider that this exchange has improved in relation to previous years, this has not been the case among the bureaus and the membership of the full committees, which is, in our view, the first step to follow in order to achieve an effective improvement of the working methods.
