Cuba denounced the escalation of U.S. aggression against Venezuela in the Security Council and warned of the serious risks to regional peace

New York, 23 December 2025. — The Permanent Representative of Cuba to the United Nations, Ambassador Ernesto Soberón Guzmán, denounced the dangerous escalation of aggression by the US government against the Bolivarian Republic of Venezuela before the Security Council today. This action violates the purposes and principles of the Charter of the United Nations and international law.

During the meeting entitled "The Growing Situation Around Venezuela Threatens the Peace and Security of the Entire Latin American and Caribbean Region," the Cuban Ambassador warned about irresponsible and unprecedented actions such as the naval blockade declared by the United States. He also mentioned new acts of piracy and maritime terrorism against a Venezuelan oil tanker in international waters of the Caribbean Sea. These events are a serious threat to freedom of navigation and international trade.

Soberón Guzmán strongly condemned the United States' arbitrary and politically motivated decision to designate Venezuela's legitimate government as a foreign terrorist organization. He denounced the manipulation of terrorism as a political weapon and the double standards of a policy that undermines genuine international efforts to combat this scourge. He emphasized that these actions aim to isolate Venezuela internationally, increase pressure, and escalate aggression, which could have unpredictable consequences for peace, security, and stability in the region.

The Permanent Representative warned that these provocations, in addition to unilateral coercive measures, economic suffocation, smear campaigns, and attacks against strategic Venezuelan institutions, including recent cyberattacks, are part of a psychological war aimed at overthrowing the constitutional government of President Nicolás Maduro. He also denounced the new U.S. National Security Strategy, including the so-called "Trump Corollary to the Monroe Doctrine", for deliberately ignoring the Proclamation of Latin America and the Caribbean as a Zone of Peace.

Cuba reiterated its rejection of the extension of sanctions and unilateral coercive measures against Venezuela, as they are contrary to international law, and reaffirmed its strong and unwavering solidarity with the Venezuelan people and government. Ambassador Soberón Guzmán demanded that Venezuela's sovereignty, independence, and right to freely decide its destiny be respected without restriction, and called on the international community to stop this dangerous escalation that threatens peace in Latin America and the Caribbean.
