Cuba refuta categóricamente que participa en el conflicto en Ucrania
Declaración del Ministerio de Relaciones Exteriores
El Gobierno de la República de Cuba rechaza las imputaciones mendaces que el gobierno de Estados Unidos está difundiendo sobre una supuesta participación de Cuba en el conflicto militar en Ucrania. Se trata de una acusación calumniosa que comenzó en 2023 por parte de algunos medios de prensa, sin aportar evidencias o fundamento de ningún tipo, y claramente cumpliendo un servicio encomendado.
El Gobierno cubano ratifica categóricamente que Cuba no forma parte del conflicto armado en Ucrania, ni tampoco participa con efectivos militares allí, ni en ningún otro país.
Nuestras autoridades no disponen de información precisa sobre nacionales cubanos que por su cuenta han participado o participan en las fuerzas militares de ambas partes en el enfrentamiento bélico. Lo que es irrefutable es que ninguno de ellos cuenta con el estímulo, el compromiso o el consentimiento del Estado cubano para sus acciones.
El gobierno cubano, conforme a su legislación nacional y sus obligaciones internacionales, tiene una práctica de tolerancia cero al mercenarismo, la trata de personas y la participación de sus nacionales en cualquier confrontación armada en otro país, todos constitutivos de delitos con sanciones muy severas en el ordenamiento jurídico nacional.
Conforme declaró el Ministerio de Relaciones Exteriores el 4 de septiembre de 2023, al detectarse la presencia de cubanos en el conflicto de Ucrania, se procedió a neutralizar el reclutamiento dentro del territorio nacional y se iniciaron procesos penales con ese fin.
En el periodo de 2023 a 2025, se han presentado a los tribunales cubanos 9 procesos penales por el delito de mercenarismo, contra 40 imputados. En 8 casos se han celebrado juicios, de ellos en 5 se dictó sentencia condenatoria contra 26 imputados, con penas entre 5 y 14 años de privación de libertad. Tres procesos se encuentran pendientes de que el Tribunal dicte sentencia, y un caso pendiente de señalamiento de juicio.
Los cubanos que participan en ambas partes del enfrentamiento armado han sido reclutados mediante organizaciones que no radican en nuestro país, ni tienen vínculo alguno con el gobierno cubano. En su inmensa mayoría, este reclutamiento se realiza desde el extranjero entre nacionales que radican o permanecen temporalmente en diversos países, como se realiza el reclutamiento para ese conflicto de una multiplicidad de nacionalidades en cifras que también son imprecisas.
El gobierno de Estados Unidos no ha aportado ni podrá aportar prueba alguna que respalde las acusaciones infundadas y mendaces de su nueva campaña difamatoria contra Cuba.

Cuba Categorically Rejects Claims of Participation in the Conflict in Ukraine
Statement by the Ministry of Foreign Affairs
The Government of the Republic of Cuba rejects the mendacious allegations being spread by the United States Government concerning an alleged involvement of Cuba in the military conflict in Ukraine. This is a slanderous accusation first launched in 2023 by certain media outlets without offering any evidence or substantiation of any kind, and clearly serving an assigned purpose.
The Cuban Government categorically reaffirms that Cuba is not part of the armed conflict in Ukraine, nor does it participate with military personnel there or in any other country.
Our authorities have no precise information regarding Cuban nationals who, on their own initiative, have participated or are participating in the military forces of either side of the conflict. What is indisputable is that none of them acts with the encouragement, commitment, or consent of the Cuban State.
In accordance with its national legislation and international obligations, the Cuban Government maintains a zero-tolerance policy toward mercenarism, human trafficking, and the participation of its nationals in any armed confrontation in another country—all of which constitute serious crimes subject to severe penalties under national law.
As declared by the Ministry of Foreign Affairs on September 4, 2023, upon detecting the presence of Cubans in the conflict in Ukraine, steps were taken to neutralize recruitment within the national territory, and criminal proceedings were initiated accordingly.
Between 2023 and 2025, Cuban courts have conducted nine criminal proceedings for the offense of mercenarism, involving forty defendants. In eight of these cases, trials have been held, and in five, guilty verdicts were handed down against twenty-six defendants, with sentences ranging from five to fourteen years of imprisonment. Three cases await the court’s judgment, and one case is pending trial.
Cubans participating on both sides of the armed conflict have been recruited through organizations not based in our country and having no connection whatsoever with the Cuban Government. In the vast majority of cases, this recruitment has been carried out abroad among Cuban nationals residing or temporarily staying in various countries, just as recruitment for that conflict has taken place among people of many other nationalities, in numbers that also remain imprecise.
The United States Government has not provided and will not be able to offer a single piece of evidence to support its baseless and mendacious accusations in this new defamatory campaign against Cuba.

Kuba kategoricky popiera svoju účasť v konflikte na Ukrajine
Vyhlásenie ministerstva zahraničných vecí
Vláda Kubánskej republiky odmieta nepravdivé obvinenia, ktoré šíri vláda Spojených štátov amerických o údajnej účasti Kuby v ozbrojenom konflikte na Ukrajine. Ide o hanlivé obvinenie, ktoré v roku 2023 začali šíriť niektoré médiá bez akýchkoľvek dôkazov alebo podkladov a zjavne na základe vykonania zadaného príkazu.
Kubánska vláda kategoricky potvrdzuje, že Kuba nie je súčasťou ozbrojeného konfliktu na Ukrajine a nezúčastňuje sa na ňom ani vojenskými silami tam, ani v žiadnej inej krajine.
Naše orgány nemajú presné informácie o kubánskych občanoch, ktorí sa na vlastnú päsť zúčastnili alebo zúčastňujú na vojenských silách oboch strán v ozbrojenom konflikte. Nesporné je, že žiadny z nich nemá podporu, záväzok ani súhlas kubánskeho štátu na svoje konanie.
Kubánska vláda v súlade so svojou vnútroštátnou legislatívou a medzinárodnými záväzkami uplatňuje politiku nulovej tolerancie voči žoldnierstvu, obchodovaniu s ľuďmi a účasti svojich občanov na akýchkoľvek ozbrojených konfliktoch v iných krajinách, ktoré sú podľa vnútroštátneho právneho poriadku trestnými činmi s veľmi prísnymi sankciami.
Ako 4. septembra 2023 vyhlásilo ministerstvo zahraničných vecí, po zistení prítomnosti Kubáncov v konflikte na Ukrajine sa pristúpilo k neutralizácii náboru na území štátu a na tento účel sa začali trestné konania.
V období od roku 2023 do roku 2025 bolo kubánskym súdom predložených 9 trestných konaní za zločin žoldnierstva proti 40 obvineným. V 8 prípadoch sa konali súdne konania, z toho v 5 prípadoch bol vynesený rozsudok odsudzujúci 26 obžalovaných s trestami odňatia slobody v dĺžke od 5 do 14 rokov. Tri konania čakajú na vynesenie rozsudku súdom a jeden prípad čaká na stanovenie termínu súdneho konania.
Kubánci, ktorí sa zúčastňujú na oboch stranách ozbrojeného konfliktu, boli naverbovaní prostredníctvom organizácií, ktoré nemajú sídlo v našej krajine a nemajú žiadnu väzbu na kubánsku vládu. V drvivej väčšine sa tento nábor uskutočňuje zo zahraničia medzi štátnymi príslušníkmi, ktorí majú trvalý alebo dočasný pobyt v rôznych krajinách, podobne ako sa uskutočňuje nábor pre tento konflikt z viacerých národností v počte, ktorý je tiež nepresný.
Vláda Spojených štátov amerických nepredložila a ani nemôže predložiť žiadne dôkazy na podporu nepodložených a klamlivých obvinení svojej novej difamačnej kampane proti Kube.
