Discurso del Ministro de Relaciones Exteriores de Cuba, Bruno Rodríguez Parrilla, en el Segmento de Alto Nivel del 58º periodo de sesiones del Consejo de Derechos Humanos.
Ginebra, 24 de febrero de 2025.
Señor presidente:
El derecho a la vida está en grave peligro. La Carta de las Naciones Unidas, el Derecho Internacional y el multilateralismo están siendo amenazados. Se pretende imponer la coerción económica y la subversión política como métodos de relacionamiento internacional.
Este Consejo debe abogar con más fuerza por un orden internacional justo y democrático, que garantice la paz y “el equilibrio del mundo”, la igualdad soberana, el ejercicio del derecho al desarrollo por todos los Estados y la sostenibilidad ambiental, que aseguren el ejercicio de todos los derechos humanos.
Este Consejo es una herramienta importante para la promoción y defensa de los derechos humanos sin manipulaciones, politización, selectividad o dobles raseros. Urge que todos los Estados asumamos un compromiso con los mecanismos de derechos humanos de naturaleza temática, universal y no discriminatoria.
Observamos con preocupación el avance de plataformas conservadoras y neofascistas, y cómo países desarrollados experimentan un retroceso de décadas en derechos fundamentales, incluida la igualdad de la mujer, los derechos sexuales y reproductivos, los derechos de los afrodescendientes, minorías étnicas y migrantes.
Los intentos de los países occidentales de convertir este Consejo en un represor contra países que no se subordinan a sus intereses son inaceptables y ponen en peligro su credibilidad y existencia. La nefasta historia de la implosionada Comisión de Derechos Humanos no debe repetirse.
Estados Unidos, cómplice activo del genocidio israelí en Gaza, se cuestiona la permanencia en la agenda del Consejo de un tema prioritario e histórico, como es la violación flagrante de los derechos humanos del pueblo palestino, al que reiteramos toda nuestra solidaridad.
El gobierno de los Estados Unidos aplica una política de máxima presión contra Cuba, deteriorando el consumo, los ingresos y el nivel de vida de las familias cubanas.
El bloqueo económico provoca inflación, baja disponibilidad de combustibles, alimentos, medicinas y graves daños al servicio eléctrico. Obstaculiza el disfrute pleno de los derechos a la alimentación, la salud, la cultura y la educación, que el Estado cubano provee de manera gratuita o ampliamente subsidiada.
Agradecemos a los 123 Estados que, en julio pasado, se pronunciaron en este Consejo contra la inclusión de Cuba en la espuria lista del Departamento de Estado sobre países que supuestamente patrocinan el terrorismo.
Señor presidente:
Recientemente se ha divulgado copiosa evidencia sobre la práctica del gobierno de los Estados Unidos de dedicar fondos millonarios del presupuesto federal, a través de entidades como la USAID y la NED, a financiar organizaciones, medios de prensa, laboratorios de inteligencia artificial, y plataformas de comunicación que usan como fachada la protección de los derechos humanos y la promoción de la democracia, mientras responden a objetivos políticos de ese gobierno.
Se trata de un asunto grave y pertinente para este Consejo y su mandato, pues demuestra los dobles raseros y el oportunismo, con que se ha utilizado el tema de los derechos humanos para subvertir a gobiernos soberanos.
Señor presidente:
En noviembre de 2023, Cuba se presentó, por cuarta ocasión, al Examen Periódico Universal y aceptó más del 80% de las recomendaciones realizadas, en cuyo estudio e implementación seguimos avanzando.
En octubre pasado nos presentamos de manera exitosa ante el Comité para la Eliminación de la Discriminación contra la Mujer.
En el último año, Cuba ha enviado sus informes nacionales sobre discriminación racial y desapariciones forzadas a los respectivos Comités. Hemos recibido, en visitas académicas, a cuatro procedimientos especiales y un experto de órgano de tratados.
Es una relación que esperamos seguir construyendo de conjunto.
Señor Presidente:
Cuba se mantendrá firme en su creativa y abnegada resistencia.
Defenderemos nuestra soberanía y el Estado socialista de derecho y justicia social. Continuaremos defendiendo los principios de universalidad, indivisibilidad, objetividad y no selectividad en el tratamiento de los derechos humanos.
La voz de Cuba continuará escuchándose en defensa de la dignidad plena del hombre.

Statement by Mr. Bruno Rodriguez Parrilla, Minister of Foreign Affairs of The Republic of Cuba, during the High-Level Segment of the Fifty Eigth Session of the Human Rights Council.
Geneva, February 24, 2025.
Mr. President;
The right to life is in serious danger. The United Nations Charter, International Law, and multilateralism are been threatened. There attempts intending to impose economic coercion and political subversion as methods to establish international relations. This is not only immoral but also illegal.
This Council should call more strongly for a just and democratic international order that ensures peace and “the balance of the world”, sovereign equality and the exercise of the right to development by all States, thus ensuring the exercise of all human rights.
Mr. President;
This Council is an important instrument for the promotion and defense of human rights, without manipulations, politicization, selectivity and double standards. It is urgent that all States are truly committed to the human rights mechanisms of a thematic, universal and non-discriminatory nature.
We observe with concern how developed countries are experiencing a regression of decades in terms of fundamental rights, including women’s equality; sexual and reproductive rights; the rights of African-descendants, ethnic minorities and migrants.
The western countries’ attempts to turn this Human Rights Council into a tribunal against countries that do not yield to their interests are unacceptable and jeopardize the credibility and existence of this body. The nefarious history of the imploded Human Rights Committee must not be repeated.
The United States, an accomplice to the Israeli genocide in Gaza, questions the permanence in the Council’s agenda of a priority and historical item, which is the flagrant violation of the human rights of the Palestinian people, to which we reiterate our full solidarity.
Mr. President;
The government of the United States implements a policy of maximum pressure against Cuba, thus causing a deterioration in the national consumption, incomes and the living standards of Cuban families.
The economic blockade is the cause of inflation, low availability of fuels, foodstuffs, medicines and seriously impairs the electricity service. It prevents the full enjoyment of the rights to food, culture and education, which the State provides either free of charge or heavily subsidized.
We thank the 123 States which, back in July last, made their statements in this Council against Cuba’s inclusion in the State Department’s spurious List of countries that allegedly sponsor terrorism.
Mr. President;
Some reports have recently been disseminated in relation to the practice of the government of the United Stats to allocate funds, worth millions, from the federal budget to finance organizations, media and communication platforms using as a façade the protection of human rights and the promotion of democracy, when in fact they respond to the political interests pursued by that government.
It is a serious issue, relevant to this Council and its mandate, since it shows the double standards and opportunism with which the human rights issue has been used to subvert sovereign governments.
Mr. President;
In November of 2023, Cuba made its presentation, for the fourth time, to the Universal Periodic Review and accepted more than 80 per cent of the recommendations made. We continue to advance in their consideration and implementation.
In October last, we made a successful presentation before the Committee on the Elimination of the Discrimination against Women.
During the last year, Cuba sent its national reports on racial discrimination and forced disappearances to the respective Committees. We have received, on academic visits, four special procedures and one expert on treaty bodies.
It is a relationship that we hope to continue building together.
Mr. President;
Cuba will remain firm in its creative resilience. We will defend our sovereignty and the socialist rule-of-law and social justice State. We will continue to defend the principles of universality, indivisibility, objectivity and non-selectivity in addressing human rights.
The voice of Cuba will continue to be heard in defense of the full dignity of humankind.
