Intervención de Cuba en el Segmento de Alto Nivel de la Conferencia de Desarme, febrero de 2025
Señor presidente:
En 2025 las Naciones Unidas celebran su 80 aniversario. Tan relevante fecha se ve empañada por una crisis multidimensional global que supera la capacidad de respuesta de la organización y debilita el multilateralismo. Los hegemonismos, la dominación, coerción y los discursos belicistas, injerencistas e intervencionistas aumentan, mientras millones de seres humanos se ven expuestos a los efectos de la pobreza, la guerra y la carrera armamentista.
A pesar del acuerdo de cese al fuego en la Franja de Gaza, largamente esperado y demandado por la abrumadora mayoría de la comunidad internacional, el pueblo palestino continúa siendo víctima de crímenes de guerra y lesa humanidad, del régimen de Apartheid y del castigo colectivo provocados por Israel, la Potencia Ocupante, durante más de 75 años.
Solo en los últimos 15 meses de este genocidio, Israel ha provocado la muerte de más de 47 mil palestinos. Desde el inicio de la escalada, más de 13 mil, niños y 7 mil mujeres han sido víctimas de la violencia en Gaza.
Esta monumental injusticia ha contado con la complicidad y el apoyo financiero, político, militar y logístico del gobierno de los Estados Unidos, que ahora propone forzar la salida de los palestinos de su tierra, con el claro objetivo de usurparla indefinidamente. Tal pretensión es inaceptable. Es el mismo gobierno que impone criminales medidas coercitivas unilaterales, como el bloqueo económico, comercial y financiero contra Cuba, que ya dura más de 65 años, y que elabora listas espurias y arbitrarias de países supuestamente patrocinadores del terrorismo.
Señor presidente:
Se continúan dedicando a la carrera armamentista cuantiosos recursos indispensables para el desarrollo sostenible de nuestros pueblos. El gasto militar mundial, alentado por la retórica belicista de los Estados Unidos, aumentó por noveno año consecutivo, superando los 2,4 billones de dólares en 2023.
El peligro inminente de reeditar los bombardeos nucleares en Hiroshima y Nagasaki continuará latente en tanto no sean eliminadas de forma transparente, completa, irreversible y verificable todas las armas nucleares.
Inspirados en la Proclama de América Latina y el Caribe como Zona de Paz, nuestra región ha identificado el desarme nuclear como una prioridad.
Cuba reitera su llamado a los Estados miembros de la Conferencia de Desarme a sumarse al Tratado de Prohibición de Armas Nucleares (TPAN). Nuestra posición se sustenta en el pensamiento humanista del Comandante en Jefe Fidel Castro, luchador incansable por el desarme nuclear, quien expresó: “En una guerra nuclear el daño colateral sería la vida de la humanidad”.
Señor presidente:
La Conferencia de Desarme debe dejar a un lado los debates retóricos y cumplir con su mandato. La adopción de un instrumento jurídicamente vinculante que prevenga y prohíba la carrera armamentista en el espacio ultraterrestre, y otro que brinde garantías de seguridad a los Estados no poseedores de armas nucleares, sería un primer paso importante.
Libremos a las venideras generaciones del flagelo de la guerra. Hagamos prevalecer el derecho de los pueblos a la paz, el desarrollo y la justicia.

Statement by the Foreign Minister of the Republic of Cuba, Bruno Rodríguez Parrilla, in the High-Level Segment of the Conference on Disarmament
February, 2025
Mr. President;
In 2025, the United Nations will mark its eightieth anniversary. Such a relevant occasion will be marred by a global multidimensional crisis that surpasses the response capability of the organization and weakens multilateralism.
Hegemonism, coercion and belligerent, interventionist and interfering speeches are on the increase, while millions of human beings are being exposed to the effects of poverty, war and the arms race.
Despite the ceasefire agreement in the Gaza Strip, which has been long awaited and called for by the overwhelming majority of the international community, the Palestinian people continue to be victims of war crimes and crimes against humanity; an Apartheid regime and the collective punishment that has been imposed by Israel, the Occupying Power, for more than 75 years.
Only during the last 15 months of this genocide, Israel has caused the death of more than 47 thousand Palestinians. Since the beginning of the escalation, more than 13 thousand children and 7 thousand women have been victims of violence in Gaza.
That monumental injustice has counted on the complicity and financial, political, military and logistic support of the government of the United States, which is now suggesting to force the departure of Palestinians from their homeland, with the clear purpose to usurp it indefinitely. Such an intention is unacceptable.
It is the same government that imposes criminal unilateral coercive measures, such as the economic, commercial and financial blockade against Cuba, which has lasted for more than 65 years already; and elaborates spurious and arbitrary lists of countries that allegedly sponsor terrorism.
Mr. President;
Substantial resources, which are indispensable for the sustainable development of our peoples, continue to be spent in the arms race. The world’s military expenditure, encouraged by the warmongering rhetoric of the United States, increased for the ninth consecutive year and surpassed the figure of 2.4 billion dollars in 2023.
The imminent danger to reenact the nuclear bombings over Hiroshima and Nagasaki will continue to be latent as long as all nuclear weapons not eliminated in a transparent, complete, irreversible and verifiable manner.
Inspired by the Proclamation of Latin America and the Caribbean as a Zone of Peace, our region has identified nuclear disarmament as a priority.
Cuba reiterates its call on all member States of the Conference on Disarmament to join the Treaty for the Prohibition of Nuclear Weapons.
Our position is based on the humanist thinking of Commander in Chief Fidel Castro, a tireless fighter for nuclear disarmament, who said, and I quote: “In a nuclear war, the collateral damage would be the life of humanity.”
Mr. President;
The Conference on Disarmament should set aside rhetorical debates and live up to its mandate.
The adoption of one legally binding instrument that prevents and prohibits the arms race in outer space and another that offers guarantees to the security of non-nuclear-weapons States would be a first important step.
Let us rid future generations from the scourge of war. Let us make peoples’ right to peace, development and justice prevail
