La Haya, 12 de marzo de 2020. En el marco del debate general de la 93 sesión ordinaria del Consejo Ejecutivo de la Organización para la Prohibición de las Armas Químicas (OPAQ), la Representante Permanente de Cuba ante esa organización internacional, Soraya Álvarez Núñez, denunció que el ilegal bloqueo económico, financiero y comercial, impuesto por los Estados Unidos contra Cuba, constituye una flagrante violación del artículo XI de la Convención sobre la Prohibición del Desarrollo, la Producción, el Almacenamiento y el Empleo de Armas Químicas y sobre su Destrucción (CAQ),que obstaculiza de manera relevante, el avance tecnológico de la industria química y médico-farmacéutica cubana.
En su intervención la Embajadora insistió en la importancia de actuar con miras a lograr auténticos progresos hacia el desarme general y completo bajo estricto y eficaz control internacional, incluidos la prohibición y la eliminación de todos los tipos de armas de destrucción en masa y en ese sentido, reiteró la necesidad de que los Estados Unidos, único Estado Parte poseedor de armas químicas, cumpla con sus planes de destrucción de forma expedita y segura, de acuerdo con lo estipulado en la Convención, su anexo de verificación y las decisiones relevantes adoptadas por los Estados Partes.
Otros temas referidos fueron la revitalización y fortalecimiento de los mecanismos de facilitación de la OPAQ, que deben estar encaminados a promover los objetivos de la Convención de manera balanceada y no discriminatoria, a la vez que permita el tratamiento equilibrado de todos los temas pendientes de implementación y de aquellos susceptibles de perfeccionamiento.
La delegación cubana presentó 2 documentos en capacidad nacional relativos a otros temas de interés, que fueron publicados en el servidor de la organización.
Cuba reiterates the condemnation of the US blockade as a violation of the Chemical Weapons Convention.
The Hague, March 12, 2020. In the framework of the general debate of the 93rd ordinary session of the Executive Council of the Organization for the Prohibition of Chemical Weapons (OPCW), the Permanent Representative of Cuba to that international organization, Soraya Álvarez Núñez denounced that the illegal economic, financial and commercial blockade imposed by the United States against Cuba constitutes a flagrant violation of Article XI of the Convention on the Prohibition of the Development, Production, Storage and Use of Chemical Weapons and on its Destruction (CAQ), which significantly hinders the technological advance of the Cuban chemical and medical-pharmaceutical industry.
In her intervention, the Ambassador stressed the importance of acting with a view to achieving real progress towards general and complete disarmament under strict and effective international control, including the prohibition and elimination of all types of weapons of mass destruction and in that sense she reiterated the necessity that US, the only State Party possessor of chemical weapons, to comply with its destruction plans in an expedited and safe manner, in accordance with the provisions of the Convention, its verification annex and the relevant decisions adopted by the States Parties.
Other topics mentioned in the statement were the revitalization and strengthening of the OPCW's facilitation mechanisms, which should be aimed at promoting the objectives of the Convention in a balanced and non-discriminatory manner, while allowing a balanced treatment of all issues pending implementation, and of those that are susceptible of improvement.
The Cuban delegation presented 2 papers in national capacity related to other topics of interest, which were published on the organization's server.
