Cuba denounces U.S. criminal policy before the ICAO Council

Montreal, February 18, 2026. – The delegation of the Republic of Cuba to the Council of the International Civil Aviation Organization (ICAO) denounced the total blockade of fuel supplies to Cuba under the January 29 executive order promulgated by the United States government. Cuba stated the order has detrimental effects not only for the Island, “but also for airlines, passengers, third countries, and the general stability of the global aeronautical system.”

The Island’s representative to this body, Mercedes Vázquez González, stated that this measure by the Trump administration has resulted in the unavailability of Jet A-1 fuel at Cuba’s international airports, leading to diversions, cancellations, increased costs, and disruptions affecting thousands of passengers and the stability of the international aeronautical system.

The Cuban representative affirmed that these actions contravene the principles of the Chicago Convention and ICAO resolutions regarding unilateral and extraterritorial measures. She requested that the Council include the monitoring of this matter in its Work Program and conduct a study on the impact of such measures on international air transport.

Vázquez González reiterated her country’s commitment “to the ICAO and to the strengthening of a civil aviation sector based on safety, efficiency, economic sustainability, and respect for international law.”
