Mr. President,

We appreciate the holding of this open debate of the Security Council and support the statement delivered by the delegation of the Bolivarian Republic of Venezuela on behalf of the Non-Aligned Movement.

We express once again our deep concern about the situation in the Middle East region, in particular the lack of tangible progress towards a just, peaceful, comprehensive and lasting solution to the Palestinian-Israeli conflict, the core of the Arab-Israeli conflict.

We thank the Administrator of UNDP for his substantive statement and the Bureau members for the preparations to hold this first session of the Executive Board in 2018.

Mr. Chairman,

The Agenda Item 15 of the General Assembly reminds us that peace is not only a goal to be fulfilled but a supreme objective to be preserved.

There can be no peace without full respect for the sovereignty of States; and there can be no peace without respect for the self-determination of peoples and the territorial integrity of States.

Violence must be brought to an end, life must be respected, dialogue and cooperation must be considered, and emphasis must be placed on education and the transmission of values for peace.

Dear Comrades,

On behalf of the people of Cuba, their government and the relatives, we express our gratitude for your attendance at this commemorative ceremony dedicated to paying homage to the life and work of the Commander-in-Chief of the Cuban Revolution, Fidel Castro Ruz.

Fidel Castro or Fidel, as we Cubans simply call him, was a man who never sought the path where advantage lay, but rather the path where duty lay. He had a deep humanistic vocation, a solid Christian education, a solid Marxist education, and a solid universal revolutionary background.

Mr. Chairman,

We are deeply grateful for the convening of this meeting in such difficult times for the countries affected by the destructive hurricanes Irma and Maria.

The increasingly devastating and frequent brunt of natural disasters confirms that climate change is a threat to the survival of humanity and to the sustainable development of peoples.

The recent passage of hurricanes Irma and Maria through the Caribbean region demonstrated once again the vulnerabilities of Small Island Developing States in the face of natural events of this magnitude.

We would like to convey our appreciation for the submission of the Secretary-General's reports on the estimates regarding special political missions, good offices and other political initiatives authorized by the General Assembly or by the Security Council. We likewise thank Mr. Carlos Ruiz Massieu for the related reports of the Advisory Committee.

Cuba endorses the statement by Ecuador on behalf of the Group of 77 and China.
