Mr. Chairman,

Cuba endorses the statements by Morocco, on behalf of the Non-Aligned Movement and by El Salvador, on behalf of the Community of Latin American and Caribbean States (CELAC).

We appreciate the presentations by Mr. Jean-Pierre Lacroix, Under-Secretary-General for Peacekeeping Operations, and Mr. Atul Khare, Under-Secretary-General for Field Support.

Mr. Chairman,

The First Special Session of the General Assembly devoted to Disarmament established the current disarmament machinery of the United Nations system, where each of its components plays a fundamental role and specific functions that must be preserved.

Cuba attaches great importance to the promotion of multilateralism as the basic principle of disarmament negotiations and to the need to make concrete progress, giving the highest priority to nuclear disarmament.

Mr. President,

Cuba associates itself with the statements delivered by Ecuador on behalf of the G77 and China; Maldives on behalf of AOSIS and El Salvador on behalf of CELAC.

We take note of the reports presented by the Secretary-General under agenda item 25.

We look forward to the next report on the repositioning of the United Nations Development System with more elaborate proposals. We will constructively involve in its consideration by States, within the most appropriate framework to do so.

Madam President,

We welcome the convening of this meeting and reiterate Cuba's sincere condolences on the recent natural disasters that have hardly hit several regions of the planet.

The increasingly devastating and frequent impact of natural disasters confirms that climate change is a threat to the survival of humankind and the sustainable development of peoples.

Mr. Chairman,

My delegation endorses the statement by the Non-Aligned Movement.

Cuba is proud to belong to the region whose leaders, in an unprecedented event, formally proclaimed it as a Zone of Peace at the Second Summit of the Community of Latin American and Caribbean States (CELAC) held in Havana, in order to banish once and for all the use and threat to use force in our region.

Mr. Chairman,

The international community must take concrete and urgent measures to ensure that the resources currently earmarked for military purposes are reoriented towards activities generating economic and social development and a life of dignity for all human beings. This would contribute to the maintenance of international peace and security.

Mr. Chairman,

We fully support the statement delivered by Indonesia on behalf of the Non-Aligned Movement.

While 700 million people in the world are extremely poor; 815 million human beings suffer from chronic hunger; 5 million children die in one year from preventable or curable diseases and 758 million adults are illiterate; the major arms producers develop increasingly sophisticated and deadly conventional weapons, thus raising world military expenditures to 1.7 trillion dollars and undermining international stability, security and peace.

Mr. President,

My delegation endorses the statement delivered by the delegations of El Salvador and Ecuador on behalf of the Latin American and Caribbean States (CELAC) and the Group of 77 and China, respectively.

We seize the opportunity to welcome Ms.Alison Smale, Under-Secretary-General for Global Communication, wishing her success with her new role.

Mr. President,

The so called Information Society has demonstrated the importance of this resource as a strategic and key factor for development.

Mr. Chairman,

My delegation would like to thank Mr. Idriss Jazairy for the presentation of his oral report which expands the one presented to the Human Rights Council. We reiterate the importance of his mandate and our support.

Cuba, whose people have suffered an economic, commercial and financial blockade for more than 55 years, is well aware of the damages caused by unilateral coercive measures.

Mr. Chairman,

The exploration and use of outer space, including the Moon and other celestial bodies, must be carried out for the benefit and in the interests of all countries, and is incumbent upon all mankind.

In that context, Cuba expresses concern about the threat in the face of an arms race in outer space, the continued development and improvement of space weapons, the existence of war material in space, including military satellites.

We reiterate that outer space cannot become a battlefield.
