72 UNGA: Statement by the Delegation of Cuba on Agenda Item 85, Scope and Application of the Principle of Universal Jurisdiction, New York, 11 October 2017

Mr. Chairman,

Our delegation endorses the statement by the Islamic Republic of Iran on behalf of the Non-Aligned Movement and aligns itself with the statement of El Salvador on behalf of CELAC. We note the Report of the Secretary-General, prepared on the basis of the remarks and observations made by governments contained in document A / 72/112.

Mr. Chairman,

Allow me to congratulate you and the other members of the Bureau on your election to conduct the work of the Committee at this session. We trust that your guide will enable us to achieve our goals.

We thank the Secretary-General for his presentation, as well as Mr. Carlos Ruiz Massieu, Chairman of the Advisory Committee, for the introduction of the introduction of the corresponding report.

Our delegation associates itself with the speech delivered by Ecuador on behalf of the Group of 77 and China.

Mr. Chairman,

My delegation endorses the statement of El Salvador on behalf of the Latin American and Caribbean States.

Cuba ratifies its support for the agreements of the World Summit for Children, including the need to allocate more resources to solve the problems that most affect children and adolescents.

While progress has been achieved in upholding the rights of boys and girls, regrettably these have been unequally distributed due to wealth divide and polarization between the North and the South.

Cuba supports the statement delivered by the Islamic Republic of Iran on behalf of NAM and by the Republic of El Salvador on behalf of CELAC under item 83 "Report of the Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization."

Cuba endorses the statements delivered by the delegation of Ecuador on behalf of the G-77 and China; Maldives on behalf of AOSIS and El Salvador on behalf of CELAC.

We are grateful for the report and the relevant documents submitted by the Secretary-General under Agenda Item 20.

My delegation endorses the statement by El Salvador on behalf of the Community of Latin American and Caribbean States and by Ecuador on behalf of the Group of 77 plus China.

Mr. Chairman,

Nearly 90% of today’s war victims are civilians, most of them women, senior citizens, girls and boys. They also represent more than the 75% of refugees and people displaced by conflicts.

Cuba endorses the statements delivered by the Islamic Republic of Iran on behalf of NAM and by the Republic of El Salvador on behalf of CELAC on this important topic.

The Government of Cuba reiterates its unavoidable commitment to promote and strengthen a genuine Rule of Law, which will undoubtedly allow us to change the unjust international order.

Macroeconomic policy questions are one of the core objectives of this Committee's work and one of the areas in which we must continue to strengthen the central role of the General Assembly in the intergovernmental deliberation on these issues.

Our delegation endorses the statement delivered by El Salvador on behalf of CELAC and in our national capacity we wish to highlight the following elements.

Crime prevention remains a major task in the current international context. All countries, regardless their social and economic characteristics, are vulnerable to the different manifestations of crime, including its emerging forms.
