72 UNGA: Statement by the Republic of Cuba at Thematic Debate on "Other Weapons of Mass Destruction", First Committee. New York, 16 October 2017

Mr. Chairman,

Cuba supports and strictly complies with the provisions of the Chemical Weapons Convention and the Biological and Toxin Weapons Convention.

Our country does not possess and does not intend to possess any kind of weapons of mass destruction and strongly supports the complete prohibition and the total elimination, in a transparent, verifiable and irreversible manner, of such weapons.

Cuba firmly rejects the use of any weapon of mass destruction by any actor and under any circumstances.

Mr. Chairman,

I would like to thank Ms. Jan Beagle, Under-Secretary-General for Management, for her presentation on the financial situation of the Organization. We would also like to thank Mr. Lionel Berridge and the Contribution Department for the continuous support offered to Member States on the issue at hand today.

Mr. Chairman,

We express our appreciation for the work carried out by Canada in its capacity as Chair of the Committee on the Peaceful Uses of Outer Space (COPUOS), as well as the delegations of India and Chile for presiding over the Scientific and Technical Subcommittee and Legal Subcommittee, respectively.

The COPUOS report presented to our Committee this year provides a detailed account of the various important issues that were discussed in both the Committee and its two Subcommittees.

We thank the Secretariat for its reports under item 72 a): human rights instruments.

Cuba reiterates its willingness to cooperate with all United Nations human rights bodies and institutions that are universally applicable and non-discriminatory in nature, based on the provisions set out in General Assembly resolution 68/268, which established guidelines aimed at strengthening and improving the functioning of the treaty body system. This does not imply the establishment of new mechanisms that exceed the provisions governing the standard itself.

Madam Chair,

Cuba endorses the statement made by El Salvador on behalf of the Community of Latin American and Caribbean States (CELAC).

Indigenous peoples have historically been subjected to serious violations of their rights, to brutal discrimination practices, plundering of resources and genocide.

We fully endorse the statement by Indonesia on behalf of the Non-Aligned Movement.

Cuba expresses its deep concern for the existence of nuclear weapons.

The intentional or accidental detonation of a small fraction of the nearly 15,000 existing nuclear weapons would have disastrous consequences for our planet and the future of humanity.
