Dear sisters and brothers in struggle:

Today, we are celebrating a date of momentous significance in the history of Cuba, July 26, known as Día de la Rebeldía Nacional (Day of the National Rebelliousness). Sixty-six years ago our motherland experienced one of the most heroic events in its struggle for its final independence, the Attack on the Moncada and Carlos Manuel de Céspedes Barracks, under the leadership of our invincible Commander in Chief Fidel Castro Ruz.

Since May 2, with the activation of Titles III and IV of the Helms-Burton Act, the Government of the United States has implemented new aggressive measures against Cuba, as part of its policy of intensifying the economic, commercial and financial blockade that it has imposed against my country for 57 years.

We appreciate the convening of this thematic debate on the Role and Authority of the General Assembly. We endorse the statement by the delegation of Algeria on behalf of the Non-Aligned Movement.

When we speak of the General Assembly, we refer to all the States it comprises, under equal conditions and without distinction, for this reason, it is the main deliberative, policymaking and representative organ of the UN.

73 UNGA: Statement by Cuba at Briefing by the Secretary-General on the United Nations financial situation. New York, March 1st, 2019

We fully endorse the statement by the State of Palestine on behalf of the Group of 77 and China. We appreciate the Secretary-General's initiative to seek solutions to the critical financial situation of the Organization.

Cuba, like so many other countries, has warned for years about the risks that unpaid assessments owed to the United Nations entail to the Organization.

Our responsibility as members of this Organization is clear, to confirm this, we just need to read the UN Charter, whose article 17 does not give rise to interpretations.

Cuba considers that the question of the Revitalization of the General Assembly is a priority. During the seventy-second session we constructively and systematically participated in the negotiations of resolution A/RES/72/313 adopted by consensus.
