Cuba participates in the Open-Ended Working Group on the relationship between the Global Convention and regional conventions on the recognition of qualifications in Higher Education
Paris, February 23, 2026. — Cuba participated in the second meeting of the Open-Ended Working Group (OEWG) tasked with developing a subsidiary text on the relationship between the Global Convention on the Recognition of Qualifications concerning Higher Education and the regional recognition conventions.
During the session, members of the Group examined the initial draft of the guidance note, highlighting its structure and usefulness as a basis for advancing discussions. The exchanges focused on key aspects such as the interpretation of the principle of "most favorable" recognition, the need to ensure coherence between global and regional instruments, and the importance of reinforcing the current context of academic mobility and qualification recognition.
Cuban Minister of Foreign Affairs meets with members of the Cuban State Mission in France
Paris, 21 February 2026. — Cuba’s Minister of Foreign Affairs, Bruno Rodríguez Parrilla, held a meeting on 20 February with members of the Cuban State Mission in France, as part of his working visit to the European country.
The meeting was attended by Ambassador Otto Vaillant Frías, from the Embassy of Cuba in France, and Ambassador María del Carmen Herrera Caseiro, Permanent Delegate of Cuba to UNESCO. During the exchange, participants addressed issues related to the international situation, marked by a complex and constantly evolving global context, as well as the current situation faced by Cuba in light of the intensification of the hostile policy of the United States government.
The 19th session of the Intergovernmental Committee of the 2005 Convention concludes with progress on the digital environment
Paris, 21 February 2026. — The 19th session of the Intergovernmental Committee of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions concluded on 20 February at UNESCO Headquarters, following several days of intensive discussions focused on the challenges and opportunities posed by the digital environment for cultural and creative industries.
The Cuban Delegation highlighted the importance of advancing the protection of the diversity of cultural expressions in the digital environment, while denouncing the impact of the tightening of the economic, commercial and financial blockade imposed against the country, whose consequences directly affect the development of the cultural and creative sector, as well as access to technologies and digital platforms. Cuba also reiterated its support for discussions aimed at strengthening the implementation of the Convention in the digital environment, particularly those related to the possible adoption of an Additional Protocol.
Director-General of UNESCO Receives Cuban Minister of Foreign Affairs Bruno Rodríguez Parrilla
Paris, 20 February 2026.— In a cordial atmosphere, the Director-General of UNESCO, H.E. Dr. Khaled El-Enany, met on Friday, 20 February, with the Minister of Foreign Affairs of Cuba, Bruno Rodríguez Parrilla. The meeting took place against an international backdrop marked by complex challenges for Cuba and the world, as well as for multilateralism, the United Nations system and peace—an assessment shared by both senior officials.
During the exchange, the Minister of Foreign Affairs addressed at length the severe damage inflicted upon the Cuban people as a result of the hostile policy of the United States Government against Cuba and the continued tightening of the economic, commercial and financial blockade imposed on the country for more than six decades.
