Havana, February 25, 2026. — In the early morning of this February 25, 2026, a violating speedboat was detected within Cuban territorial waters bearing a Florida (United States) registration number FL7726SH, which approached approximately one nautical mile northeast of the El Pino channel, at Falcones Cay, Corralillo municipality, Villa Clara province.
Cuba denounces impact of US blockade and energy siege on the country at first meeting of the working group on the International Convention against Doping in Sport
Paris, February 24, 2026. — Cuba participated in the first meeting of the Open-Ended Working Group (OEWG) on the reform of the International Convention against Doping in Sport, held at UNESCO headquarters, where it denounced the impact of the intensification of the economic, commercial and financial blockade imposed by the United States government and the criminal energy siege on the island on its ability to fully participate in these multilateral spaces.
During the session, the Third Secretary of the Permanent Delegation of Cuba to UNESCO, Laura Alvarez Delgado, reaffirmed the country's commitment to the implementation of the Convention and to strengthening national actions in the fight against doping in sport. She also highlighted the importance of the Working Group as a space for dialogue among States Parties to advance towards consensus and follow up on decisions adopted by the Conference of Parties.
Cuba participates in the Open-Ended Working Group on the relationship between the Global Convention and regional conventions on the recognition of qualifications in Higher Education
Paris, February 23, 2026. — Cuba participated in the second meeting of the Open-Ended Working Group (OEWG) tasked with developing a subsidiary text on the relationship between the Global Convention on the Recognition of Qualifications concerning Higher Education and the regional recognition conventions.
During the session, members of the Group examined the initial draft of the guidance note, highlighting its structure and usefulness as a basis for advancing discussions. The exchanges focused on key aspects such as the interpretation of the principle of "most favorable" recognition, the need to ensure coherence between global and regional instruments, and the importance of reinforcing the current context of academic mobility and qualification recognition.
The 19th session of the Intergovernmental Committee of the 2005 Convention concludes with progress on the digital environment
Paris, 21 February 2026. — The 19th session of the Intergovernmental Committee of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions concluded on 20 February at UNESCO Headquarters, following several days of intensive discussions focused on the challenges and opportunities posed by the digital environment for cultural and creative industries.
The Cuban Delegation highlighted the importance of advancing the protection of the diversity of cultural expressions in the digital environment, while denouncing the impact of the tightening of the economic, commercial and financial blockade imposed against the country, whose consequences directly affect the development of the cultural and creative sector, as well as access to technologies and digital platforms. Cuba also reiterated its support for discussions aimed at strengthening the implementation of the Convention in the digital environment, particularly those related to the possible adoption of an Additional Protocol.
