Cuba reiterates its firm support for the adoption without further delay by the United Nations General Assembly of the International Covenant on the Right to Development, as recommended since 2023 by this Council.

Cuba reiterates its principled position against selective, biased and interfering mandates, which do not have the consent of the State concerned, and which seek to single out certain countries under the pretext of human rights.
The delegation of Cuba has the honour to present, on behalf of the 21 co-sponsoring States, draft resolution L.3, entitled: ‘Renewal of the mandate of the Working Group on the use of mercenaries as a means of violating human rights and impeding the exercise of the right of peoples to self-determination’.
The transformation of the current international order is an urgent need. Persistent and growing structural inequalities condemn the countries of the South to underdevelopment. They constitute a tangible and significant obstacle to national efforts for the promotion and protection of all human rights.
