Statement by Gerardo Peñalver Portal, Permanent Representative, Cuban Permanent Mission to UN, in the plenary session on item 132 “The responsibility to protect and the prevention of genocide, war crimes, ethnic cleansing and crimes against humanity”.

Cuba considers that it is a mistake to speak of the Responsibility to Protect as a principle, since it does not constitute a foundation or axiom of International Law. This so-called “responsibility” is only a notion, whose scope, rules of implementation and evaluation mechanisms are still far from being defined and agreed upon by the Member States.

Statement by Yuri Gala López, Deputy Permanent Representative, Cuban Permanent Mission to United Nations, in the Committee on Decolonization on the question of Puerto Rico.

Since the United States imposed the misnamed Freely Associated State (FAS) on Puerto Rico 71 years ago, the U.S. Congress has exercised full authority and full powers over Puerto Rico in matters such as defense, international relations, foreign trade, monetary policy, among others. The FAS was an act of clear colonial domination.

Statement by Yuri Gala López, Deputy Permanent Representative at the Cuban Permanent Mission to United Nations to the Special Committee on Decolonization following the adoption of the resolution on the question of Puerto Rico (A/AC./2023/L.)

We reiterate that the Puerto Rican people will invariably count on our solidarity. Cuba will continue to defend the legitimate right of the people of Puerto Rico to their self-determination and independence with the irrevocable commitment to accompany them until the ultimate victory.

Our delegation has the honor to submit to the Special Committee on Decolonization, on behalf of Cuba, the Plurinational State of Bolivia, the Republic of Nicaragua, the Bolivarian Republic of Venezuela, the Syrian Arab Republic, and the Russian Federation, the draft resolution on the Question of Puerto Rico, contained in the document A/AC./2023/L.

Cuba has an impeccable behavior in the fight against terrorism. It has never participated in the organization, financing or execution of terrorist acts against any country, nor has its territory been used nor will it ever be used for that purpose. It has never and will never support acts of international terrorism.

At the outset, I would like to recognize the presence of His Excellency Mr. Santiago Cafiero, Minister of Foreign Affairs, International Trade and Worship of the Argentine Republic, who has given a detailed presentation on the issue under our consideration in this meeting. The members of the Group of 77 and China have expressed their position on the question of the Malvinas Islands in several opportunities.

Today is an exceedingly important day for biodiversity. Nearly 20 years since the start of discussions for the conservation of the marine biodiversity in areas beyond national jurisdiction, we adopt an essential agreement for the imperative governance of biodiversity across more than 45% of the Earth.

Statement by Ambassador Yuri Gala López, Chargé d´Affaires a.i. of the Cuban Permanent Mission to United Natinos, at the ECOSOC Special Meeting on the Food Security Needs of Haiti. New York, June 16th, 2023.

Cuba will continue to provide unconditional solidarity aid to Haiti, just as we have done for 25 years without interruption, in situations such as the impact of meteorological and seismic events, the cholera outbreak and COVID-19.

Estas nuevas leyes perfeccionan la ejecutoria de Cuba en materia de administración de justicia. El nuevo Código Penal fortalece el enfrentamiento a todas las formas de violencia y discriminación. La Ley del Proceso Penal reconoce como partes en el proceso a las víctimas y perjudicados y refuerza el procedimiento de Habeas Corpus. La Ley de Ejecución Penal fortalece el tratamiento diferenciado a sancionados en condiciones especiales e introduce cambios sustanciales en las regulaciones sobre la medida cautelar de prisión provisional.
