Statement by Ambassador Gerardo Peñalver Portal, First Deputy Minister of Foreign Affairs and Permanent Representative of Cuba to the United Nations, at the Security Council on the situation in the Middle East, including the Palestinian question.

In the last quarter, we have seen an escalation of aggression against the Palestinian people, who continue to suffer from Israeli apartheid practices in their own territory. We condemn in the strongest possible terms Israel's military operation in the Jenin Refugee Camp, which has resulted in numerous deaths and more than fifty civilians wounded, a fact that constitutes a serious threat to stability and peace in the Middle East.

Statement by Ambassador Yuri Gala López, Deputy Permanent Representative of Cuba to the UN, at the UNGA plenary meeting on the veto under the Security Council item “The situation in the Middle East”.

We reaffirm our unequivocal support for the search for a peaceful and negotiated solution to the conflict in Syria, with strict compliance with the Charter of the United Nations and International law. We have full confidence in the ability of the Syrian people and authorities to achieve that goal.

Statement by Gerardo Peñalver Portal, first deputy minister of Foreign Affairs and permanent representative of Cuba to United Nations at the UN General Assembly plenary meeting for the presentation of the Security Council´s annual report.

It is necessary to put an end to the selective manipulation of the methods and practices of the Security Council as a tool for exerting pressure against sovereign States, in accordance with political agendas and domination. Such strategies undermine the role of this body in the preservation of international peace and security and contribute to exacerbating conflicts and divisions. The Security Council must represent the interests of all United Nations Member States in order to preserve multilateralism and the credibility of the Organization.

Statement by Gerardo Peñalver Portal, Permanent Representative, Cuban Permanent Mission to UN, in the plenary session on item 132 “The responsibility to protect and the prevention of genocide, war crimes, ethnic cleansing and crimes against humanity”.

Cuba considers that it is a mistake to speak of the Responsibility to Protect as a principle, since it does not constitute a foundation or axiom of International Law. This so-called “responsibility” is only a notion, whose scope, rules of implementation and evaluation mechanisms are still far from being defined and agreed upon by the Member States.

Since the United States imposed the misnamed Freely Associated State (FAS) on Puerto Rico 71 years ago, the U.S. Congress has exercised full authority and full powers over Puerto Rico in matters such as defense, international relations, foreign trade, monetary policy, among others. The FAS was an act of clear colonial domination.
