General comments on draft resolution L.11, “Mandate of the Independent Expert on the Effects of Foreign Debt on Human Rights.”
Mr. President,
Cuba has the honour to present, on behalf of the __ co-sponsoring States, draft resolution L.11, aimed at renewing the mandate of the Independent Expert on the effects of foreign debt and other related international financial obligations of States on the full enjoyment of all human rights, particularly economic, social and cultural rights.
This mandate occupies a unique and irreplaceable place within the architecture of the Human Rights Council’s system of special procedures.
