STATEMENT BY DIVISION GENERAL RAMÓN PARDO GUERRA, CHIEF OF THE NATIONAL GENERAL STAFF OF CIVIL DEFENSE OF THE REPUBLIC OF CUBA, AT THE DIALOGUE AMONG NATIONAL PLATFORMS FOR DISASTER RISK REDUCTION WITHIN THE FRAMEWORK OF THE 8TH GLOBAL PLATFORM 2025
Despite its geographic location and status as a Small Island Developing State, and in spite of being subjected to a tight economic, commercial, and financial blockade imposed by the United States Government for over six decades, Cuba has implemented a National Platform for disaster risk reduction management that is managed from the highest government level and implemented across various sectors of society with a forward-looking, corrective, and compensatory approach.
Cuba thanks OCHA for its important support in the face of climate-related events and disasters.
Ambassador Rodolfo Benítez Verson, Permanent Representative of Cuba to the UN in Geneva, held a fraternal meeting with Mr. Ramesh Rajasinghham, Representative of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) and Director of the Coordination Division, at the organization's headquarters in this Swiss city.
During the exchange, the Cuban representative acknowledged OCHA's valuable support to Cuba in the face of climate-related events and disasters, always counting on the Organization's prompt and efficient response.
Cuban Civil Defense to participate in the 8th Global Platform for Disaster Risk Reduction
The Cuban delegation that will participate in the sessions of the 8th Global Platform for Disaster Risk Reduction, from June 2 to 6, is already in this city.
The Cuban delegation, led by Major General Ramón Pardo Guerra, Chief of the National Civil Defense Staff, will carry out an intense work agenda, which will include exchanges with various counterparts on Cuba's experiences in prevention, planning, rapid response, and recovery from the impact of natural disasters.

There is no doubt that in today’s turbulent and challenging context, the implementation of the right to development is an urgent matter. Global and collective solutions are required for problems of global scope. Unilateralism and individualism have failed.
The prevailing development paradigms in today’s world generate poverty and exclusion for the majority. The irrational patterns of capitalist production and consumption, driven by blind market laws and mandates, disregard what is most valuable: human life and dignity.
