A useful and effective debate on the human rights situation in Ukraine and in any other nation requires an exercise free from selectivity and double standards. Repeatedly resorting to the failed formula of imposing biased mechanisms to single out specific nations for political purposes only deepens confrontation and exacerbates differences between the parties.
Statement by Commercial Counselor Edcy Aguilar Fernández on the reform of the World Trade Organization
During the General Council of the WTO, Commercial Counselor Edcy Aguilar Fernández expressed that we cannot continue to postpone the profound reform required by the multilateral trading system. The decisions adopted must contribute, as a priority, to the legitimate needs of developing countries, primarily the least developed ones. It is essential to strengthen the operationalization of the principle of special and differential treatment for developing countries, favoring their preferential access to and integration into international trade. Cuba, a founding member of the WTO, will continue to advocate for preserving its foundational principles, based on the Marrakesh Agreement. We will continue defending decision-making by consensus and the multilateral, transparent, and inclusive nature of the negotiating processes.

In an interactive dialogue on the Oral Update of the High Commissioner for Human Rights regarding the human rights situation in the Bolivarian Republic of Venezuela, Ambassador Rodolfo Benítez Verson emphasized that the international community must mobilize to prevent an armed aggression against Venezuela. If one truly wishes to contribute to the cause of human rights in Venezuela, the hostile actions and threat of the use of force against that country by the United States government must be unequivocally condemned. The Council cannot be an instrument of coercion against countries of the South. The noble cause of human rights cannot be used as a pretext to intervene in the internal affairs of States.

During the Progress Review Meeting of the Global Forum on Refugees, Counselor Minister Rebeca Hernández emphasized that Cuba rejects any political manipulation of the refugee figure. The misuse of the refugee category undermines international efforts to guarantee protection and support for those who truly need it. The Global Compact on Refugees must be a framework for collective action, promoting local integration, safe resettlement, and voluntary return in conditions of dignity. Solutions must be comprehensive, based on respect for human dignity, shared responsibility, and cooperation and solidarity among States.

At the 116th Council of the International Organization for Migration, Rebeca Hernández Toledano, Chargé d'Affaires a.i., stated that the solutions proposed to address the increase in migratory flows must have a comprehensive and cooperative approach, take into consideration the potential of each country, address the structural causes of migration, and be based on respect for human integrity and dignity. Dialogue and cooperation are the path to promoting and guaranteeing regular, safe, and orderly migration, with full respect for human rights and for the priorities of each nation. She reiterated that the blockade constitutes a stimulus to irregular and unsafe emigration.
