Statement by Second Secretary Aimé Triana, Representative of Cuba, on draft resolution L.35 “Human Rights and Transitional Justice”
Mr. President,
We thank the delegation for the presentation of draft resolution L.35.
Transitional justice requires a comprehensive and balanced approach to its fundamental pillars: truth, justice, reparation and guarantees of non-recurrence. The specific circumstances of each case must always be duly taken into account. There can be no one-size-fits-all approach.
The ultimate goal of transitional justice should be to contribute to achieving reconciliation and peace, while at the same time guaranteeing the rights and dignity of victims.
At Cuba’s initiative, the Human Rights Council calls for refraining from measures that affect children’s access to nutritious food.
Geneva, 6 October. The Human Rights Council today adopted a resolution proposed by Cuba, together with other countries, calling for the non-application of measures incompatible with international law that affect children’s equitable access to nutritious food.
During the debate on the proposal, Cuban representative Aimé Triana Sevajanes stressed that the call included in the resolution constitutes a recognition of the devastating impacts of the blockade and energy encirclement imposed by the United States against the Cuban people.

La Declaración sobre los Derechos de los Pueblos Indígenas, en cuya elaboración Cuba tuvo un papel relevante, es uno de los mayores avances alcanzados en la reivindicación de los derechos de los pueblos originarios. Mucho se ha logrado como resultado de su implementación en los últimos 20 años, pero aún queda mucho por hacer.

Good governance in the field of human rights entails concrete results in access to fundamental rights, as well as high levels of popular participation in the implementation of public decisions.
Cuba is a member of the Group of Friends of Global Governance and advocates for a fairer and more inclusive global governance of human rights, based on respectful dialogue and genuine cooperation, as well as respect for sovereignty and non-interference.
