At the 116th Council of the International Organization for Migration, Rebeca Hernández Toledano, Chargé d'Affaires a.i., stated that the solutions proposed to address the increase in migratory flows must have a comprehensive and cooperative approach, take into consideration the potential of each country, address the structural causes of migration, and be based on respect for human integrity and dignity. Dialogue and cooperation are the path to promoting and guaranteeing regular, safe, and orderly migration, with full respect for human rights and for the priorities of each nation. She reiterated that the blockade constitutes a stimulus to irregular and unsafe emigration.
Statement by Ambassador Rodolfo Benítez Verson on Efficiency of Human Rights Council
At the Council's Organizational Meeting, Ambassador Rodolfo Benítez stressed that Cuba is aware of the financial crisis facing the Human Rights Council, largely due to the non-compliance with financial commitments by the United States. He stated that moving forward, it is not possible to further rationalize the Council's functioning by emphasizing conference management measures. Other actions must be undertaken to significantly reduce costs while simultaneously improving the Council's efficiency.
Statement by Ambassador Rodolfo Benítez Verson on the Implementation of Council of Human Rights-Mandated Activities
Ambassador Rodolfo Benítez Verson, Permanent Representative of Cuba, spoke at the Organizational Meeting of the Human Rights Council regarding Decision 59/115 on the implementation of Council-mandated activities. He reiterated the call to the Office of the High Commissioner to provide comprehensive and systematic information on the costs, available financial resources, and human resources associated with the implementation of the activities mandated by the Council in 2025 and 2026. This information will enable Member States to develop a methodology for making timely and well-founded decisions on the mandated activities within the current context of financial pressures.
In commemoration of the International Day against Unilateral Coercive Measures, Cuba denounces the blockade and the threat of military aggression against Venezuela
Cuba participated in the Special Conference held to commemorate, for the first time, the International Day against Unilateral Coercive Measures. During the event, Ambassador Rodolfo Benítez emphasized that Unilateral Coercive Measures (UCMs) are illegal under any circumstances and, therefore, unacceptable. He highlighted that nothing justifies the imposition of such measures, and thus they must be eliminated immediately and unconditionally. In this context, the diplomat condemned the criminal economic blockade imposed by United States.
