Statement by Ambassador Rodolfo Benítez Verson on the grave situation created by the united states military deployment in the Caribbean

At the World Trade Organization General Council, Rodolfo Benítez Verson emphasized that Latin America and the Caribbean face threats today that are unprecedented in recent decades. The recent assault and seizure of an oil tanker by United States military forces is a vile act of piracy, maritime terrorism, and theft of the Venezuelan people's resources. Such an act constitutes another grave violation of International Law, contravenes the principles of freedom of navigation and free trade, and harms not only Venezuela but the international community as a whole. The ambassador denounced that we are witnessing a frontal assault on the spirit and norms of the WTO, the organization tasked with preserving a universal, rules-based, open, non-discriminatory, and equitable multilateral trading system

On December 16, 2025, Ambassador Rodolfo Benítez Verson participated as a speaker at the Special Conference "Is Latin America and the Caribbean a Zone of Peace? A Critical Examination from a Historical and International Law Perspective," organized by the Permanent Mission of the Bolivarian Republic of Venezuela at the Palais des Nations. In his remarks, the ambassador called on the international community to denounce the militarization of the Caribbean and the imminent military actions against Venezuela.

In the oral update by the High Commissioner for Human Rights on the situation of Human Rights in Ukraine, Ambassador Rodolfo Benítez Verson stated that Cuba upholds objectivity and impartiality in the work of the Council and opposes discriminatory and punitive approaches. A useful and effective debate on the human rights situation in Ukraine and in any other nation requires an exercise free from selectivity and double standards. Repeatedly resorting to the failed formula of imposing biased mechanisms to single out specific nations for political purposes only deepens confrontation and exacerbates differences between the parties.

Statement by Commercial Counselor Edcy Aguilar Fernández on the reform of the World Trade Organization

During the General Council of the WTO, Commercial Counselor Edcy Aguilar Fernández expressed that we cannot continue to postpone the profound reform required by the multilateral trading system. The decisions adopted must contribute, as a priority, to the legitimate needs of developing countries, primarily the least developed ones. It is essential to strengthen the operationalization of the principle of special and differential treatment for developing countries, favoring their preferential access to and integration into international trade. Cuba, a founding member of the WTO, will continue to advocate for preserving its foundational principles, based on the Marrakesh Agreement. We will continue defending decision-making by consensus and the multilateral, transparent, and inclusive nature of the negotiating processes.
