The first dialogue between Cuba and the United States on disarmament and non-proliferation took place in New York on October 21, 2016.
The Cuban delegation, composed of officials from the Ministry of Foreign Affairs, was led by the Head of the Department of Political Affairs of the General Division for Multilateral Affairs and International Law, Rodolfo Benitez Versón. The United States delegation, represented by State Department officials, was led by Acting Under Secretary of State for Arms Control and International Security, Thomas M. Countryman.

Despite the re-establishment of diplomatic relations between Cuba and the United States, the reopening of embassies in both capitals and the visit of President Obama to Havana, the Embargo is still in force. A number of international and regional forums have demanded an end to that genocidal policy in special communiqués, declarations and resolutions.

At the General Assembly Plenary, under Agenda item: “Commemoration of the abolition of slavery and the transatlantic slave trade”, the Permanent Representative of Cuba to the United Nations, Ambassador Ana Silvia Rodríguez Abascal, noted that slave trade and the legacy of slavery are the root causes of profound social and economic inequalities, hatred, fanaticism, racism and prejudice that today continue to affect people of African descent.
