Statement by Ambassador Rodolfo Benítez Verson, Permanent Representative of Cuba, during the Interactive Dialogue with the Special Rapporteur on the Implications for Human Rights of the Environmentally Sound Management and Disposal of Hazardous Substances

Mr. President,

We agree with the Special Rapporteur that North-South transfers of waste containing per- and polyfluoroalkyl substances (PFAS) constitute a form of so-called waste colonialism.

Despite the fact that most of these substances are manufactured and used in industrialized countries, the waste ends up primarily in developing countries.

Twelve manufacturers produce the majority of PFAS, generating estimated global profits of USD 4 billion.

Cuba Advocates for the Early Adoption of an International Covenant on the Right to Development

The Human Rights Council convened a special Panel to commemorate the 40th anniversary of the United Nations Declaration on the Right to Development. The event aimed to take stock of the achievements and obstacles encountered over the past four decades in implementing the Declaration and to identify a roadmap for operationalizing the right to development.

Statement by Ambassador Rodolfo Benítez Verson, Permanent Representative of Cuba, during the Interactive Dialogue with the Special Rapporteur on the Right to Development

Mr. President,

Cuba agrees with the Special Rapporteur on the need to promote the free and meaningful participation of individuals and communities in decision-making processes that affect their development.

Article 2.1 of the Declaration on the Right to Development clearly establishes that the human person is the central subject of development and should be the active participant in and beneficiary of this right.
