Cuba has historically been a host country, offering protection and opportunities to people displaced by conflict or natural disasters. We have done so without great resources, but with deep humanist conviction.
Cuba will maintain a zero-tolerance policy regarding drug production, consumption, and trafficking. We believe this is the most effective way to protect the human rights of our citizens.
Cuba recognizes the importance of international cooperation, technical assistance, and capacity building to support national efforts in promoting and protecting human rights.

We thank the Dominican Republic and the other sponsoring delegations for introducing draft resolution L.38 Rev. 1.
We recognize the relevance of this initiative as part of the efforts to grant more visibility to the impact of climate change on the enjoyment of human rights, including the rights to development and to a clean, healthy and sustainable environment.
The international community continues to fail to reach consensus on the issue of the death penalty. Resolutions on this issue tabled in the Council, the UN General Assembly and elsewhere are consistently adopted by vote, which is a reflection of differences in positions.
