The delegation of Cuba has the honour to present, on behalf of the 21 co-sponsoring States, draft resolution L.3, entitled: ‘Renewal of the mandate of the Working Group on the use of mercenaries as a means of violating human rights and impeding the exercise of the right of peoples to self-determination’.

The transformation of the current international order is an urgent need. Persistent and growing structural inequalities condemn the countries of the South to underdevelopment. They constitute a tangible and significant obstacle to national efforts for the promotion and protection of all human rights.

Mr. President,

We warmly welcome the Group of Experts. We take note of its presentation and acknowledge the work it has done for more than 20 years to combat racism and racial discrimination.

Unfortunately, the goals agreed at the historic Durban Conference remain unfulfilled. Manifestations of racism, racial discrimination and xenophobia are increasing at an alarming rate, mainly in developed countries.
